Yes, Finland is open to American tourists
Finland re-opened to non-EU travelers in early August 2021.
Entry Requirements
Can American tourists enter Finland? Yes
Can Canadian tourists enter Finland? Yes
Unvaccinated travelers from the USA and Canada are not permitted to enter Finland
Fully vaccinated (2 doses of Pfizer, Moderna or Astra-Zeneca, 1 dose of J&J) travelers from the USA and Canada may enter Finland. There is no test requirement for fully vaccinated travelers.
Travelers from the USA and Canada who have received a Covid-19 booster may enter Finland. There is no test requirement for travelers who have had a booster shot.

PCR Testing for Returning Home
There is no longer a requirement for US citizens returning to the US to provide a negative PCR or Antigen test, since June 10 2022.
